A UK driving licence is one of the most commonly requested identity and qualification documents for overseas residency, licence exchange and employment processes. Yet it is also one of the most frequently mishandled - because most people attempt to submit the original card, which the FCDO cannot apostille. Understanding why the original is rejected makes the correct process immediately obvious.

Why the original driving licence cannot be apostilled

An apostille is a physical paper certificate that the FCDO attaches to the back of the document being legalised. A UK photocard driving licence is a plastic card. It is physically impossible to attach a paper apostille to a plastic card in the way the process requires. Beyond the physical limitation, a photocard licence does not carry a certifiable wet-ink signature from a registered official - which is the element the FCDO authenticates. For both these reasons, the original card cannot be submitted and will be rejected if it is.

The correct process: certified copy first

The solution is a certified copy. A UK solicitor or Notary Public inspects the original licence, produces a paper copy, and applies their certification - confirming that the copy is a true reproduction of the original and that the original was physically presented to them. Their certification must clearly include their name, signature and professional details. Without all three elements, the apostille application will be refused. Once the certified copy is ready, it is submitted to the FCDO. The apostille is then attached to that paper copy and returned.

When an apostilled driving licence is required

The most common situations requiring an apostilled driving licence are: applying to exchange a UK licence for a local licence abroad; completing residency or immigration paperwork; arranging long-term vehicle hire or leasing; meeting insurance or employment requirements in another country; and registering with local authorities after relocating overseas.

Solicitor or Notary Public

For most destinations, solicitor certification is acceptable. For some jurisdictions - particularly in the Gulf and certain civil-law countries - notarisation by a Notary Public is specifically required. Confirm with the receiving authority before instructing either professional. Using the wrong level of certification means starting that stage again.

Hague and non-Hague destinations

For Hague Apostille Convention member countries, the apostille is the final step. For countries outside the Convention - including the UAE, Qatar and others - the apostilled copy must also go through embassy attestation in London.
